このゲームは、海洋交易で資金を稼ぐゲームで、交易、探険、戦闘の３つが重要となります。交易で銀貨を稼いで仲間を増やし、探険で手に入れた資材で強い船をつくり、戦闘に勝利しましょう。交易、探険、戦闘をどういうバランスで進めていくかは、プレイヤーの自由な攻略に委ねられています。ゲームの舞台となる海域には、ライバルの勢力がいて覇権を競い合っています。プレイヤーはストーリー中の分岐によって、勢力同士争いに介入することができ、その選択が味方になる勢力と敵になる勢力に影響を及ぼします。

イル・ドーは交易で資金を稼ぎ、仲間を集めて自分の艦隊を強化する、海洋交易シミュレーションゲームです。敵対勢力の要塞撃破、港町への投資、陸地探険による発見物の報告によって各国の利権を獲得し、海域の制覇を目指します。
まずは、船長登録を行いましょう。名前や勢力名、職業、見た目とカラーを選択できます。
9つの勢力から好きな勢力を選ぶことができます。選んだ勢力によって、ストーリーや他勢力との関係が変化します。
特産品を購入し、他の町で売却して銀貨を稼ぎましょう。その港町にない品や、需要の高い特産品は、その分高値で買い取ってくれます。
敵対勢力や賞金首と戦い、船の部品や装備、探索地の手がかりを入手しましょう。
強敵と戦うには、強い船が必要です。造船では資材をたくさん消費するので、陸地の探検や、交易品の転用などを利用してどんどん資材を集めましょう。
造船に必要な資材を入手しながら、お宝発見の手がかりを探しましょう。発見したお宝は、総督府に報告することで利権と貴重な金貨を得ることができます。
