All planes transport cargo between warehouses. You must choose the most profitable locations for warehouses so that as many potential customers as possible are within the service area. Cargo is delivered between the warehouse and cities by trucks, so you don't have to worry about that.
The larger the population of all cities near the built warehouse, the more parcels will appear for delivery. You can also build intermediate warehouses away from cities where no new orders will appear. Then such a warehouse can be used as a transport hub.
This DLC offers two game modes: “Discover the World” (with an option of losing due to warehouse overflow, and the need to connect all cities in the selected territory to warehouse service areas every 6 minutes) and “Free Play” (you choose the territory where you start; it is impossible to lose in this mode).
